"Block office is main responsible for village label of Corruption "

Hi,
Do you know how much Block Office is responsible for village label of corruption?
People makes complaint related their problem to the district head quarter. But investigation task allots to the same block's officer, those are fully involved in the same corruption. Do you believe that investigation report will be truth? Answer is "NO" & "NEVER".
It's my opinion that Govt. should make a system for submitting cross investigation report. Government can make possibility for third party monitoring system for each govt. and non govt. projects.
No doubt about it that CSC ( Common Service Center) will be a right agency for the same. And i am clear about it that Rural sector will get a satisfactory result to erase rural corruption through this formula.

BRIBE RATE IN BIHAR
I am Kumar Ravi Ranjan lives in rural area in distt. Rohtas, Bihar. Currently I am doing MA – Rural Development. I am serving rural citizen by NeGP, RTI and Social activity. Bihar is getting changes these days due to well leadership of CM Mr. Nitish Kumar. Mr. Kumar is trying well to erase corruption from this state. We have also duty to support Mr Kumar and government for the same.
I have seen corruption at rural label that how govt.'s employees are looting poor citizen's money as bribe. Even local representative of people related panchyat/ Taluka are also involved in this bribe crime. Every body has to accept that rural people are fully innocent. They understand its their right to pay bribe instead of govt.'s services.
You have to believe it the following rates are fixed as a bribe.:
1. Certificate of Death/ Birth/ Residential/ Income/ Land/ Cast Rs. 150: 00/-
2. Getting Character certificate ( by DM, Dy S.P. and Police station)Rs. 600:00/-
3. DAKHIL KHARIZ of Land (Circle Office) Rs. 2000:00/-
4. Stamp use at cutting trees (by Mukhiya, Panchayat sachiv & CO) Rs. 500:00/-
5. For granting Indira Aawas ( by BDO, Mukhiya, Sachiv & Broker)Rs 5000:00/-
6. Old age/ Disable/ Widow/ pension ( by Mukhiya and Sachiv) Rs. 300:00/-
7. For lodging an FIR ( By Police Station) Rs. 2000:00/-

IS ABOVE THINGS SHOULD BE HAPPEN? Please make a sound at least in Bihar where govt. is sensitive to erase it. Support govt.
I live in rural area and doing my best to break it through RTI, NeGP and social activity in my area. Its very said that RTI is going to become weak day to day. Because LAL FITASHAHI. And rural sector is at back foot for using RTI. I am also making inspiration between rural educated youth and social worker.
